Lake Lagoda in Blizzard

Can either side move onto lake hexes if it frozen? I do not know if either player has to garrison the coastline.

No movement and no garrison necessary. Soviets can trace port to port supply on Ladoga though.

Thanks for the clarification. I thought I found a new use for the NVKD security units. I cannot trust them to man the Finnish No Move line as they are subject to disband if TOE is below 90%. (they were replaced by the excess 20% TOE tank brigades).

Not sure what to do with the 10 Sec units i have left over.

The NKVD security units can be useful. They may not have much combat power, but they tend to retreat rather than rout or shatter. In front of panzers they can use up their movement points, and if you lose them who cares?

especially because they have no valuable artillery.
+reducing the number of potential execution squads is in the very own interest of every soviet commander...
