How do you increase or decrease a units attack ability (hit points or whatever they are) to make them more/or less effective? Thank you.

Easiest way to increase or decrease unit effectiveness is to raise or lower unit training. Morale would be a part of the equation as well. Readiness, but that can be increased quickly with rest.
