Fall of France bug?

I started a game as the allied player gains an axis AI. Poland surrendered as I'd expect. But later Paris fell, all of Metropolitan France ended up axis controlled, the French National Morale has been zero for many turns - no surrender. I still accumulate resource, and units (but no place to put them) this is a bug correct?

It can sometimes take a turn or two for a Major with zero National Morale to surrender, but if it has continued for much longer then that does sound odd.

If you can send me a saved turn, preferably zipped, I'd be happy to take a look.
