pier repair question

I noticed that even piers cannot repair or replace a destroyed item on a ship. In the pier operations discussion on Warfare Sims, I noted
that piers can repair heavily damaged items, but apparently not destroyed items.

In real life, I would think that destroyed systems could be replaced, many (such as sensors) in a relatively short time. So I assume that
the Command code prevents piers from being able to replace destroyed systems. Is this so and could it be changed in future versions?

I haven't tried it out at pier, but does anyone notice if damage repair occurs faster at pier than while at sea? i understand this might get into scopes outside of CMANO, super long term scenarios where IRL it might take weeks/months to repair fully. Interesting to see if a Midway class CV can be repaired from heavy damage to medium or light within a few days, as was done with USS Yorktown (Yorktown class) prior to the Battle of Midway.

As I recall she barely had a steam cat and partial propulsion when she was 1st "repaired", I could see that time frame once you get ahead of any water coming in.

Can one "damage" a ship pier side in CMANO and test? Maybe that's not the same as battle damage
