Assignment of Air Units to HQs

I have returned to the game after some time away and find that some air unit assignments have been changed. One example is the assignment of a gruppe of KG26 torpedo bombers to JagdKorp 2. It thus joins a floatplane group in a unit that AFAIK should be all fighters. What is the point of this?

Now that I am on the topic, I have never been able to find any information about the Italian Luftwaffe. Why does this HQ exist in the game?
