I just installed and update WitPAE on my new Dell Inspiron 7559. Native screen res: 3140x2160. My command line: "C:\Matrix Games\WitPAE\War in the Pacific Admiral Edition.exe" -f -px3840 -py2160 -SingleCpuOrders -cpu1.

Try changing "px" and "py" to "pxf" and "pyf" and see if that works; it's an undocumented option for non-standard resolutions.

However, I do recall a thread where someone experimented and found the game's maximum resolution. Your settings just might be over it. You might see if you can find that thread too.

Also change the CPU to 2 or 3. Bill posted that CPU 1 is used by the operating system so if you want a CPU dedicated to the game, use another number.
