Confused on partisans. In the picture below you a partisan occupying a capital. Yes the country does not surrender or switch sides. In fact I currently have partisans in 2 of my opponents capitals...I think the other is in warsaw..polish partisan in warsaw...and the effect seems to be ...nothing.

What is the deal with them? They seem to be only able to cut off supply line? Is this true? Or can they take a capital but I need to do something else?

Partisans do not change which major power controls a hex. So, they cannot affect conquest.

They do exert a ZOC into the hex they occupy. So they prevent supply paths and resources from passing through the hex they occupy.

They also can 'overrun' enemy units in a hex, such as air and naval units.

They can even attack enemy units. They can stack with friendly units - but they are corps size. Having a partisan participate in an attack can be a good thing, since any loss can be taken by the partisan.

Partisans are best when placed in forests, since that adds +1 to their defensive combat strength.

Yes, it's how Steve just told you. Partisans usually were lightly armed units, even with the support of allied supplies received via air or sea, and they could historically destroy resources, cut supply and even temporarily take control of cities or even capitals, but it would be unwise to restore a government basing on this units, cause they could be easily wiped away by the Axis heavier more disciplined units and more numerous in a terrain that was not their strong point like it would have been a mountain or the woods.

So you can not liberate a country with partisans, no.
