Minor Problem

German troops stationed on the Maginot line in 1940 cannot be upgraded.
Those are my principles, and if you don't like them... well, I have others.

Are they adjacent to French units? If so that would be correct as units cannot upgrade when adjacent to the enemy, they need to be pulled out of the line to receive their new equipment and training.
