Minor Neutral Resources

Is there any way (other than war) for major powers to gain access to the resources of minor countries other than the trade agreements that exist at the beginning of the game?

No. It is possible to align some minor countries, but that brings them into the war.
I thought I knew how to play this game....

Yes, for some.

For example you gain one resource per turn from Spain when you take Paris. Or the Axis when they align Hungary for example.

Or the CW gets access (for practical purposes, acquires) to all the NED resources in the map (Asia)when NED is incompletely conquered, granted in this case it's because of war, but I understand you really meant "Conquer", and this would come from "aligning".

Edit, I saw Courtenay edition just now. Almost simultaneous
