Auto-assign TF Commanders?

I have always auto-assigned TF commanders for even 1-ship TF's. Example: a local minesweeping TF may have 1 vessel with an Ensign as skipper and another Ensign as TF Commander. Example 2: a TF with a single xAKL transferring from one rear port to another gets a TF Commander in addition to the skipper. My hypothesis is that this puts more officers to sea and they gain skills/experience. Anecdotally, I think this holds true, but I have never really looked at it to see that it is.

Anyone have thoughts on this?
I have been inputting my orders for the campaign game first turn since July 4, 2009. I'm getting close. In another month or two, I might be able to run the turn!

It does work, but you need to make sure you do not end up with your good commanders in charge of a small backwater TFs.
