Africa Korp issue

In a present PBEM game it never gave me an HQ with the AK. Only time that ever happened.

In our game allied troops were close to Tripoli so it's posible that the game tried to place the HQ and found no suitable place. Anyway, the HQ should have been placed in Italy, at least.
