Disbanding at a big port with tons of naval support works best for me.

Check ship's captain to see if he has good Naval skills (60 or higher). If an important warship, it's worth spending the PP to change them.

The ship is on fire close to a port 3. What is better disband. The tf in that port to try to put the fire out and change the captain or what is better move ship to a bigger port

Depends on the fire level, distance to a bigger port, how much bigger the other port is, speed the ship can make, whether there is an escorting ship, and naval support at both bases.
If the fire is small <20, disband in the closest port and put the best captain you can on board.
Otherwise, make your best estimate of your chances.

You need to look at your system damage to determine if the flooding is likely to increase if you go full speed. If not, go full speed to Rabaul and disband. If it looks tough, go cruise speed to Rabaul and disband. Once the fire is out and minor float/engineering damage is removed and system damage is less than 25, take the ship at cruise speed to Truk, repair any new damage from that trip, then island-hop to Yokohama, disbanding when you need to repair minor damage again.

You cannot disband or dock a burning ship. The fire has to be out. Naval support will help and the size of the port helps too. If the ship has a lot of system damage then it is tough to put out a fire. Little damage and it has a reasonable chance to go out. Allied ships with that kind of fire are pretty much guaranteed to get the fire out. Japanese ships are another story. Good luck.

Not quite right. "Disband" means simply remove from the TF to the port - not docked. This allows shutting down the engines and freeing up more crew to fight the fire and the port can help (presumably by sending firefighters and pumps to the ship and fireboats if it has them). The bigger the port the more help it can send.

From Truk, Yokohama is slightly closer than Kobe, and the chain of islands extending south from Yokohama is extra insurance if you need to disband in a hurry.
