The unit in Tobruk only has 2 supply, although Tobruk-harbour is delivering 5.

Is that an enemy ship blocking Tobruk Port Supply ?

As you can see...

Afaik enemy ships blocking harbours reduce supply of it, which is shown in the value of the harbour. If it shows 5, it should be 5 supply I guess, or did I miss something?

The port is still in good shape and could receive 5, but no Supply can run the blockade ! If you Bomb the Port it will show reduced capacity due to the damage that it takes. [:)]

So the destroyer was placed in enemies turn, therefor the diminishing of the port will show up next turn, but the effect to not be able to reinforce starts immediately.

The Port only actually and visually diminishes if TWO Naval Units are next to it [or if it is bombed].

I think you can even blockade with a submerged sub
