Tilsit doesn't work because of issues with minors

So I am still playing the same GC as the french where a bizarre Prussia-Bavaria separate peace led to Prussia handing Hamburg, Bayreuth, etc to Bavaria+ releasing the Duchy of Warsaw as a neutral. Now all this is a consequence of me having to DOW Prussia to save Bavaria when it attacked it in the fall of 1805 WHILE I was still at war with Austria. This means that I was never at peace with Austria and Prussia both at the same time, by the time I got Pressburg to go i was deep in war with Prussia and Russia and it never stopped. So i never got to disband the HRE and create the RHC because although the tooltip only mentions Austria, the event actually needs you at peace with both to be unlocked.

This has had a few unforeseen consequences : in july 1807 when i finally conquer Koenigsberg (I am slow because i just spamm tons of depots as I go along) and it makes the 2 tilsit event available only the russian one can fire and the prussian just does nothing when i choose. This could be for MAAAAAAAAANY reasons all because of the separate peace / war with minors in an alliance thingie:

- How could Prussia give me Hamburg if it gave it to Bavaria before : maybe this stalls the event.
- How could Prussia give the RHC a couple of provinces when it gave them to Bavaria before AND the RHC doesn't exist.
- How could Prussia release the Duchy of Warsaw as my vassal when it already released it as a neutral in its peace with Bavaria...

What bit of the save would you need to explore this fantastically chaotic situation ?
