I tried to play this scenario, downloaded in the "Please use this to post scenarios for Community", alas it's not ready at all.

Major Flaws Found
Two Venezuelan Frigates: Almirante Brion and General Urdameta just stayed in place at 0 Kn until fired upon, General Urdameta didn't even tried to flee from incoming torpedoes.

Events Chinook Curacao 1,2,3 and 4 had nothing happening, no units appearing.
Events Landing Curacao 1, 2, 3 and 4 similar to the chinook's.

Have you tried playing that same scenario from the latest Community Scenario Pack (version 37, I believe)? I don't think the scenarios posted in that thread are updated when a new DB or Scenario Pack is released. But when a new Community Scenario Pack, which houses those "ready scenarios", is released, the person that manages the pack updates the scenarios with the most recent database. That could be the cause of your problems. Not 100% sure though.

I am pretty sure this scenario didn't get to the community pack; I will check; most probably the author has posted it in the "Ready Scenarios" thread without getting through the test of the community.
I hope he is reading.
