I did 2 tank and 1 sapper and it seems to work ok, but I'm only in my first pbem. You probably should wait to hear from a more experienced player.

Sapper regiment are really cost effective with good combat value (CV) and interesting bonus to building fortification and destroy them. But they do no damage during the combat phase. They can become guard.

Tank bataillon have very good Combat value, do well during combat phase and for offensive operation. The drawback is they cost trucks and are composed of mostly light tanks, which you lack a lot. Tank bataillon also upgrade for free to tank regiment january 1943. But they cannot become guard while bataillon.
Brakes are for cowards !!

If you are worried about the number of Trucks you have available be very careful what type of Support Units you assign to your Corps. A Sapper Regiment need 10? trucks but when assigned to a tank Corps needs 100+.

Looking at another thread, it seems that the USSR doesn't produce any sapper squads between January and October 1942. So building sapper regiments might not be a good idea early on since they will get badly worn down during the summer campaign 1942. Or perhaps I have misunderstood something?
