I am guessing this has already been talked about, but couldn't find.

So I am end of Feb 1942 with the Red Army. Looking at Logistics Event Log for last 10+ turns, I see:
Every turn about 180-200K of manpower is "USED"
My losses are about 80-100K per turn
So I am getting a net add of ~100K per turn

Yet my OOB hasn't grown hardly at all, like 100K in 10+ turns.
Where did all the other used manpower go? I know the USSR is a big country maybe with poor road signs, but could 1M soldiers actually get lost and not make it to their assigned units? :)

OK likely a hint. "BACK" is like 50K, "LOST" is like 40K. I would have thought those are the losses coming back as either dead or wounded, so already part of the 80-100K losses. Or is it supposed to be something else?

Manpower rotation from damaged/upgraded/swapped elements to pool and back to units after one turn is the result of higher USED value. It's the difference between raw manpower production and losses that allows the army to grow. Other factors are TOEs and element upgrades, which in case of major types (rifle divisions, rifle squads) may cause significant change in army strength.

CaliJP you have to look in the logistic report to know how many replacement you're getting every turn. You'll see that are something like 100k.
"used" manpower, as explained by Morvael, includes men and devices already available and rotating among pools.

In a quite old PBEM of mine, I had a production of about 104k manpower per turn. Multipliers may have slightly changed, and you may control more or less cities than I had. From what you report your manpower production must be somewhere around 90k, if your army growth has staled with 80k-100k losses per turn.

Here is the logistics log
It shows about 189K (17K+10K+162K) manpower used. It's been around 200K for 3 months, still army is about the same size

You have to look above, in the production section of the logistic report.
In that section, after data about fuel, supplies, resources, HI, oil, armaments, AFV, planes the last lines show you how much manpower has been enlisted

Yeah, some 55k men were sent back to the pool this turn, they will spend one turn in transfer pool, and will be available to be used as replacements on turn after that. Which means roughly 1/3rd of 180k reported as used are not new men, but recycled men, hence they will not necessarily increase army size. So your army may be growing just 10k-20k per turn if you substract permanent losses.
