AI breakouts

Why does the AI allow it's fortified positions to be surrounded without attempts to breakout even towards hexes with recon or other weaker units. I found this to be a weakness in the AI way back in TOAW III and it seems to still persist in TOAW IV.

Naturally I've only played one scenario so far (Balkan 12 since I'm attempting to start around ww1 and go as close to chronologically through the scenarios as i can), but it was relatively easy once again to surround the enemy and inflict massive casualties with minimal losses since the fortified enemies would sit around waiting to be overrun.

The AI still doesn't have enough tactical awareness to be able to sense those things on it's own. It's also possible that the AI has the wrong settings for aggression. You can use the event editor to set an overall stance and a stance for each formation. The overall force in that area then modifies those settings.
