Where is the the Game Manual

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

Where is the the game manual?

Or is is the "Game Manual"-button in the game menu simply not working?

C:\Program Files (x86)\Matrix Games\The Operational Art of War IV\Manuals

"Game manual" button working fine here...
