Where do I put my alt graphics?

Could someone please explain the difference between placing alternate graphics in this folder:

C:\Users\user\Documents\My Games\The Operational Art of War IV\Graphics Override

or this folder:

C:\Users\user\Documents\My Games\The Operational Art of War IV\Scenarios\Custom Graphics

I'd like to experiment with importing in TOAW4 the old "Boardgame mod" which I loved in TOAW3.
I knew my way around the file structure then, but now I'm unsure as to what exactly do.

Put them in the Graphics Override folder. Not sure what the other folder is for.

The other folder is, for whatever reason, a scenario folder. Don't ask me about the wisdom behind it, but it just is.
