Resizing the screen

I have started up War in the Pacific to the newest beta patch, but now the screen is windowed and small. I have looked at the notes but I don't understand how to change the screen size. Where is the quick start? Is that the target line? Is it the start in line? Is it somewhere else? The shortcut is what I use to start the same and its the latest beta. I have taken a screen shot to show my confusion and tried to upload it, but PNG files are not supported.
