Theater Options (TOs) in Thrid reich 42-45

The TOs are totally confusing! How does one opt for Operation Hercules (Malta invasion) for instance? None of the Switzerland units have labels for specific ops.
Is this option Turn 1 ONLY??
I disbanded two "early releases." Absolutely nothing happened.
