Negative Replacements?

Can I use a negative multiplier, say -0.1?
Event Replacement Multiplier Effects
If a major belligerent enters the fray during a
Scenario, you should probably use the Event Engine
to increase the gaining Force’s Replacements at the
point of entry.

If it's a multiplier a negative value would turn the total replacement rate negative. I don't think that's possible. What you can do to reduce it is to use a multiplier of less than 1 (less than 100%????), eg a multiplier of 0.5 would half the replacement rate.
