Do they all belong to a different formation? Some designers used to make non-PO scenarios with all HQ's in one formation...

They are from three different formations.

Edit: XIII Corps HQ, 1st Div HQ (XIII Corps formation), 36th Div HQ (XIII Corps), VI Corps HQ, 16th Div HQ (VI Corps), 4th Div HQ (VI Corps) and 3rd Guards Div HQ.

Strange behaviour indeed... The PO for the Ruskis shows this... It seems the HQ's are trying catch up with their troops and ran out of MP's
