Single-sided PO

New to the game, I have a silly terminology question. I have been looking at some scenarios with PO only on one side. (Specifically El Alamein '42 and Gallipoli '15).

Does "Allied PO" in description means that there is a Allied Programmed Opponent, or that I will face a PO when playing Allied ? I thought it was the former but some weird AI behaviour made me realise perhaps I'm wrong.
