Infantry movement

Just a quick question.
If an infantry unit moves or assaults in the movement phase ,
Is the firepower halved in the advancing fire phase ?.
Just something I read .

Units that moved/didn't fire in the Fire Segment, may fire in the Advancing Fire Segment at reduced fire power. In addition, there is no Rate of Fire (meaning an eligible weapon may only fire once in the Advancing Fire Segment).
