Coventry resource

Kind of a weird question but has anyone experienced the following : the Coventry resource sits idle when in fact it could be sent to an idle factory in Britain? This seems to happen regularly - it isn’t a problem because the resource can just be routed to an idle factory for production- but I can’t figure out why this would happen...?

Is there a default or an override setting for the Coventry resource, possibly to idle?

I thought I had cleared the over-rides but I’ll check. I should really learn what the colours mean in the form for listed resources and factories :blue versus green etc. I didn’t really understand what they meant when first reading the rules (I kind of just fiddle with things until the resources go or don’t go to where I want or expect them..
