Co-Operating Powers & Foreign Troop Commitment

I may be misunderstanding the RAW on this but why cannot CW units land in Free French ports?
Equally why can my Free French not use CW oil to re-org? Convoys in place but they are CW ones.
Does Foreign Troop Commitment apply between these two Powers?

Was France Vichied, Conquered or Surrendered? Only in the first case does Free France start cooperating. If the latter two, you need to liberate France and have the CW give back originally French territory (at least by the rules, last game I had like this, MWiF didn't do it right and we had to totally kluge France so the CW and USA and French and French partisans would all be in supply..., let alone attack together).

there are know bugs in Foreign Troop Commitment

at one time the game would not allow me to land a HQ because of Foreign Troop Commitment

but it have low priority right now. (bigger issues out there)
