AP and AT multipliers in ToolTip

AP and AT multipliers in ToolTip

The ToolTip brings the effects of terrain for AP and AT. I don't use it very often, since I can't understand the AP multiplier shown on it, so I often consult the table of terrain effects. AT seems to precisely reflect the multiplier for the defending unit AT as shown in the manual, so that fortified line, for instance, displays 500%; but AP for fortified line displays 300%, while the manual states 450%. For other kinds of terrain, the same is true.

What else is considered here?

Why not displaying the multipliers for defensive strength too, so as to get the whole picture without having to consult the terrain effects table?

Maybe my description was faulty, unclear. Let me just ask: what is the "AP: x%" value in the ToolTip?
