Russian fleet commands

Anyone have any idea how what I should do with these super fine Air command Hq's.

They seem to have lost their disband button[:@]

Disband was taken out in a recent patch.
They don't seem to any value that I can think of.

They are intended to command/lead your airbases.
As players tried to circumvent the system by just using a small amount of Air Hqs to command all bases (or even attach them to standard army HQs) while disbanding the other HQs we had to fix this.
I believe we have a similar protection for Axis Air HQs
WitE dev team - (aircraft data)
WitE 1.08+ dev team (data/scenario maintainer)
WitW dev team (aircraft data, partial data/scenario maintainer)
WitE2 dev team (aircraft data)

i)If you now use corps level air HQs, then you will have two levels of air leaders with ratings checks above them. But higher levels have a penalty if more than 1 hex away from their airbases - so keep the air army HQs one hex away from the airbases in the air corps HQs below them.
ii) Put them close to airbases that need their support squads
iii) Put them in places where you expect to need their flak

The names need to change. I no longer possess a Baltic fleet. lol

If Hungary can have an admiral as its head you can have a Baltic fleet whatever the geographers say!

what Telemecus said, why not use then to improve the air force once you have AP in abundance?
with decent care, you might get something approaching German level quality ;) or close enough for Soviet Standards.

just put then in some far away town until you have the patience to deal with it. a couple of supports squads and trucks is a small price to pay now for an eventual greater purpose
