Triggering DAK events

Does Italy have to let Britain occupy some ground to trigger one of the events that gives Germany the Afrika Corps? From reading the manual it looks like you only get one of the DAK events if Britain holds at least one city in Libya, so I've been leaving a bit of the front open to make sure they arrive.

Nope, it will trigger without the UK being aggressive.
