when you have a non naval unit in a port hex, why is that unit not able to move, it has it's 100 AP and fully supplied but it still is unable to move

Just a thought - does it have a coastal gun in the mix?

No, it is a US Infantry Division in the Panama City hex, then a Canadian Marine Division in the Cyprus Port. ( These units are in my Modern War Scenario) that I'm currently play testing.

I transported another US division into the Panama hex and next turn it was greyed out also
