How can we tell which units can upgrade AA and to which level

Hi,

I've got AA to 3 as the Soviets but can't seem to upgrade any units to level 3. Is it only ships that can get level 3 AA upgrades? How can we know this?

Only cities, towns etc. can be upgraded to more then AA level 2

Yes Damage for units AA & damage for fort AA (city). Level 3 and up in Cities etc helps quite a bit so JJ your AA research is worthwhile. Quite often the first research I do as Brits is 2 chits for AA . It will get Brits to lv 2 AA quickly and level 3 will help down the road.

My personal opinion is some units should be able to go to level 3 to offset bomber level 3.
