I have no idea what the changes are but you guys are welcome to this update.

I'm running ver 4.0 from the release baseline, revised calendar to 30 turns and revised events to keep 8AF for 30 turns and enable airlift for an earlier turn.

I have no idea if it's more recent or not I just found it at Rugged Defense and ran
it through the editor. I don't know if there are any differences or not. Your guess
would be better than mine.
