unable to disband unit

Could someone explain to me why this unit can't be disbanded? It hasn't moved this turn, is at supply 5, and not adjacent to an enemy unit. At first I thought that maybe maritime bombers were counted as naval units, but normal naval units don't have a disband option in their context menu but it does (just "greyed out"). Are the rules different from the manual?

Hi BFCJ,

Only land units from Major powers can be disbanded. There is more info on this in section 6.6.12. Disbanding Units of the manual.
