advanced tank w/reduced defense

Does anyone know why this tank, with advanced tanks level one, would have a reduced hard defense? I've searched through manual again and don't see anything that would explain it.

Because it's placed in a town/city.

Thank you! I do recall reading somewhere that they were more vulnerable in urban areas but I didn't make the connection (I wasn't focusing on where it was, only where I planned to move it).
