Automated AI does nothing with fleets

Despite having the settings on "Fully automate", and empire policy settings set in a way that would allow it, the AI does not form new, nor adds ships to existing fleets.

What's going on here? Am I missing something?

several points to take into account:
-Escorts are never part of fleets afaik
-You have a parameters "proportion of ships in fleets", set to maximum 80%.
-You can control the size of the fleets, max 15 for strike forces and 50 for proper fleets. Check these numbers

I would recommend max size = 32 as it displays nicely and you can keep an eye on all ships in the fleet.

how many fleets do you have, how many ships [average] do you have in any fleet, and how many years in game has passed in the game ?
