New Beta Scenario for Testing - Sandbox Scenario #3: Baltic No Fly Zone

This scenario covers a near-future crisis in the Baltics. Following increased tensions between Blue (United States) and Red (Russia) Red establishes a no fly zone over the Baltic States. The human player assumes the role of the Blue/NATO commander and is tasked with preparing and delivering a swift Blue/NATO response to Red's actions.

Note: This is a beta version of the scenario, so revisions will be made. I'm just looking to put the scenario out there and see how it plays for other folks. Feedback is always appreciated.
