Engineer Question

Its turn 24, hex 75,24. Axis attack...attached to LVI panzer Korps are no less than:
1 Hungarian eng. battalion
1 Italian assault eng. battalion
7 Finnish engineer battalions
9 Rumanian engineer battalions
not counting several german engineer battalions.

total engineer value of 36..they walked thru my 2.5 fortifications like they were not there:

13.5 to 1 odds.

How can axis minors be this far north of the limit line?
How can the Finns operate 2 hexes below the finnish no move line?
Is this another AI cheat?

Just how many restrictions/penalties is the AI allowed to ignore?.
