Has something changed regarding routed Russian units?

Has something changed regarding routed Russian units?

I've played this game a lot as the Russians, so I notice when things appear to have changed.

In my current GC41-45 under the latest new patch, several routed divisions attached to STAVKA have not rallied after being routed. In some cases this has been more than 4 or 5 turns so far. In one case the routed unit is a guards rifle division resting several hexes behind the front lines. I even spent PP to put Zhukov in charge of STAVKA to see if that was the problem. Nothing seems to work. In the old days having these units rally took one or two turns at the most.
