UK in Toronto and US Mob question

UK in Toronto and US Mob question

Does the script below mean that the US is not impacted by the Axis conquest of the British Isle(s) (i.e. when the UK moves its government to Toronto) until AFTER Russia is in the war?:

So yes, the USSR must be active at 100% mobilization in order for this one to fire.

I certainly don't know, but I can take a stab at making something up: If the USA didn't didn't join when the UK was losing, why would they join when the UK surrendered, leaving no Allies for the USA to fight with ? Once the USSR is in, then the USA might jump on the bandwagon, or at least get a little closer.
You might argue that with the UK surrendered, the USA must come to rescue the free world from tyranny.

*shrug* I'll just chalk up to what the developers consider balanced.
It does, however, put even more emphasis on USSR mobilization levels.

Capital relocation is not surrendering.

This particular event will fire if the UK relocated to Cairo and then lost it (since Axis unit in Canada brings about USA immediately) or if the Axis conquers Cairo first and then conquer the Isle.

However, when the DE to pick where to go occured turns earlier I did pick Canada.

If what you say is true one should never pick Canada (presuming I'm denied this script when Russia does activate). Unless there are a ton UK units waiting to come out on the production table.

As a side comment there is a perverse incentive for the Axis player not to take Edinburgh once Glasgow and the other western ports are seized. In this situation the UK's income will be 40 or less MPP. Once the Capital moves overseas the convoys reactivate.[right][/right]

That's what I meant aka If you lose Egypt before the relocation event fires (So don't land in the UK until Egypt is in the bag).

Egypt or Canada. Depends on how confident you are to hold Egypt and keep Spain neutral. Canada gets to supply 8 when USA joins anyway and having a capital there would mean a conquered Iraq-Syria would be at 8 supply via rail line, offsetting some of the lost income. But if the Axis control gibraltar you'll get hit by supply events.
