Completely conquered France and cooperation

So France has been completely conquered in my game. Which I haven't actually had before. The French forces that exist still don't cooperate with the British. What do I need to do in game to get them to cooperate? (I really should know this, given how long I've played this game, but it escapes me.)

If France gets incompletely conquered (i.e.: all factory hexes in France are under German/Italian control) it still doesn't cooperate with the CW. That's correct according to the rules. Free France can only be created when Vichy is declared by Germany or Italy.
The only way for the CW to cooperate with French units in this case is to either liberate France or to return territory to France the moment France gets liberated.

7. Commonwealth and Free French units co-operate.
8. US and (non-Vichy) French units co-operate once the USA is at
war with Germany and Italy.

12. Units from a liberated major power co-operate with units from
the major power that liberated it.
