How is Interdiction Level in Turn 1 calculated?

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

How is Interdiction Level in Turn 1 calculated?

Since the interdiction mission of an air unit will only affect the Theater Interdiction Level in next turn, How is that level in Turn 1 calculated?

As far as I can tell you it is based on the starting missions assigned by the scenario designer.
