Denying M-R

I recently had a game where my opponent denied Molotov-Ribbentrop. When I had tried this against the AI, I got a HUGE increase in Soviet mobilization. It was a disaster. When he did it, Soviet mobilization only went up 7%. I was shocked.
The benefits of doing this are myriad. Not only do you start MUCH closer to your objectives, I also noticed that when he declared war, I only got a small percentage of the border troops that normally appear. Thousands of mpp's worth of border troops never came on line, making this maneuver very cost effective.
Has anyone else tried this? It seems like a game winner under the current rules.

DE 600 Soviets move 20-30% towards allies. Could you be missing something else? I had an opponent do this recently SU mob ==> 50%.

This happened while all of the server issues were going on. Perhaps it was just a glitch, but it definitely happened. Soviet mobilization went from 17% to 24%, I thought maybe something had changed.
Nor was this the only unusual thing that happened in this game. My opponent also seems to have spent an impossibly high amount of mpp's early, motorizing literally every single unit in the German army as well as all minors, fielding more units for Barbarossa than I have ever seen, maximizing tech spending, all while spending thousands on Uberdiplo. And also the extra cost of a Sealion. I haven't done the math, but it does not seem possible.
At least it is not a tournament game.

I don't think denying DE600 is a good strategy.

Not making a conclusive final judgement since all I know is your post here, but that all smells like cheating to me.

I don't know enough about the inner workings of this game to make such an accusation, but this match has developed in an unusual way. As it is just for fun, I am not that concerned about it.
