(Question) HI costs for pilot pool.

An unbelievable newbie question after so many years.... The Japanese player needs to pay HI for its pilot pool. I like to clarify: which “pool” does it refer to:

1. The general pool which the rookiees “graduate” from?

2. After drafting from (1), and training for some time in a squadron, I released the “trained” Pilots into another pool (now each pilot has a name and attached skills/stats)

3. None of the 2 pools above, if so, which one?
