Are units in all of the pre-made scenarios locked in position?

Pretty much the subject line. Other than editing the scenario file, is there a way to unlock and move the player units during setup? Thanks.
OTS is looking forward to Southern Storm getting released!

Have you tried the developer mode? tm.asp?m=4559981

Most of the formations are locked because I wanted so. You cannot edit the 'default' scenarios in-game, but must copy them to the 'user' folder first.
