Peng HQ not removed

Forced Communist China to surrender, and all units but the Peng HQ were removed. Not sure if the HQ not being removed is a bug or not?

Hi

That is correct, as Chinese or Communist Chinese units that are outside their home territory when their state surrenders will continue to fight on.
