Amphibious cost

Is there anything reducing Amphibious cost? It is not clear if the amphibious tech reduces the cost or not. From the description no, but in practice it seems there is a rebate.

Logistics gets you a discount.

I think Logistics only gets you a discount on normal transports, not amphibious. It also reduces operating movement/rail movement costs.
