Cluster Bombs

I noticed the only cluster bombs available from the device menu are incendiaries (ICB, BSK), but no fragmentation types (eg, German AB250-3 that contained 108 SD2 two-kg bomblets). Was this by design or an oversight?
AB 23 and AB 250 types (butterfly bombs) were among the most common & effective air delivered ordnance against soft targets in the German inventory.

I haven't seen them included in WitW devices either.
