Can you no longer upgrade the minor allied troops as Germany?

This is in my mod so something is weird because I cannot do so. Bill and Hubert can I send you the save?

In your mod, if you go to Edit Country Data->Research->Advanced, please make sure that the minors of Germany have the 'Upgradeable' check box ticked off.
